Answer: C. Both 1 and 2
Verdict
The answer is both 1 and 2. DigiLocker is a Government digital locker under Digital India and it allows access to documents irrespective of physical location.
Analysis
Statement 1 is CORRECT. Digital Locker is one of the key initiatives under the Digital India Programme, aimed at minimising the use of physical documents. Statement 2 is CORRECT. Documents are stored in the cloud and linked to the user's Aadhaar, so they can be retrieved and shared across agencies from anywhere, which is the entire point of a cloud based repository as against a physical file.

How to crack it
When a scheme name contains a technology word, ask what that technology inherently provides, because the second statement is usually just that property restated. A digital locker is by definition cloud hosted, and cloud hosting by definition removes the location constraint, so statement 2 cannot be false without contradicting statement 1. Where two statements about a technology scheme are related as design and consequence, they stand or fall together, and both correct is the natural answer.
