How to crack it
Ministry attribution is the most tested element in any scheme question, so log every scheme with its ministry the first time you meet it. Employment and skilling schemes belong to Labour and Employment or to Skill Development and Entrepreneurship, never to Personnel and Training, which handles civil service administration and recruitment rules. Reading the subject of the scheme and asking which ministry owns that subject answers these without recalling the launch.
