Answer: C. It defines and limits the powers of government.

Constitutionalism' means limited government or limitation on government.

The main objective or purpose of the constitution of a country is to provide a framework for a government by deciding the nature and form of the government.

As a constitution is the basic fundamental law of a State, it also lays down the responsibilities of the different limbs of government — the executive, the legislature and the judiciary.

The legislature makes laws in keeping with the directions and limits provided in the constitution.

Hence option (c) — It defines and limits the powers of government — is the correct answer.
