UPSC Prelims 2018 question on ILO Child Labour Conventions

International Labour Organization's Convention 138 and 182 are related to

  1. Child labour
  2. Adaptation of agricultural practices to global climate change
  3. Regulation of food prices and food security
  4. Gender parity at the workplace
Show answer

Answer: A. Child labour

Analysis

Both Conventions concern child labour, so the answer is (a).

India recently ratified these two Core Conventions of the International Labour Organization. Convention 138 concerns the minimum age for admission to employment, and Convention 182 concerns the worst forms of child labour. Both therefore sit squarely within the child labour theme.

The distractors can be excluded on mandate. Climate adaptation in agriculture and the regulation of food prices are not ILO subjects at all, since the ILO deals with labour standards. Gender parity at the workplace is genuinely an ILO concern, which makes (d) the closest distractor, but it is addressed through other Conventions on equal remuneration and discrimination, not through 138 and 182.

How to crack it

The news hook was India's ratification, and that is the detail worth carrying: when a country ratifies a convention, note the subject and the number together. Even without the numbers, eliminate on institutional mandate first, which removes two options here instantly and leaves a choice between two labour themes.
