Item 1 is CORRECT. The Charter Act of 1813 incorporated the principle of encouraging learned Indians and promoting knowledge of modern sciences, directing the Company to sanction one lakh rupees annually for the purpose.
Item 2 is CORRECT. That sum was not actually made available until 1823, because of controversy over how it should be spent. In 1823 the Governor-General-in-Council appointed a General Committee of Public Instruction, of ten European members drawn from the Anglicist and Orientalist groups, to disburse it.
Item 3 is CORRECT. Within the Committee, the Anglicists argued that government spending should go exclusively to modern studies while the Orientalists urged emphasis on traditional Indian learning. Lord Macaulay's Minute of 1835 settled the dispute in favour of the Anglicists.

How to crack it
These three are not parallel items but successive links in one chain: an Act sanctions money, a committee is created to spend it, and a controversy over how to spend it produces the policy. When listed items form a causal sequence rather than a set of alternatives, they usually all qualify, and the all-inclusive option deserves serious consideration.
