Show answer

Answer: B. 2 only

Verdict

The answer is 2 only. Mobility between vocational and general education is an expected outcome of the National Skills Qualification Framework, but certification is not confined to formal learning.

Analysis

Statement 2 is CORRECT. The framework provides multiple pathways, horizontal and vertical, within vocational education and training and between vocational, general and technical education, so mobility between streams is exactly what it is designed to enable. Statement 1 is INCORRECT. The framework organises qualifications by levels defined in terms of learning outcomes that the learner must possess regardless of whether they were acquired through formal, non formal or informal learning.

How to crack it

The word only in statement 1 is the tell, and it also contradicts the purpose of a qualifications framework, which exists precisely to give recognised value to skills acquired outside classrooms. Ask what problem an instrument was created to solve, and then reject any statement that reinstates the problem. The same reasoning answers questions on the Recognition of Prior Learning scheme, which rests on the identical principle.
