Verdict
The answer is 1 and 2 only. The Rowlatt Act followed the Sedition Committee and Gandhiji drew on the Home Rule League, but the Simon Commission belongs to a much later date.
Analysis

How to crack it
One statement in a set of three is usually falsifiable on date alone, and finding it is the fastest route in. Rowlatt is firmly 1919 and Simon is firmly 1928, so statement 3 fails without any further knowledge, and that removes two options.
