The answer is the Committee on Estimates. It is the largest parliamentary committee, with thirty members.

Analysis

The Estimates Committee has thirty members, all elected from the Lok Sabha, with no Rajya Sabha representation. The Public Accounts Committee and the Committee on Public Undertakings each have twenty two members, fifteen from the Lok Sabha and seven from the Rajya Sabha. The Committee on Petitions is smaller still. The Estimates Committee examines the estimates in the budget and suggests economies in expenditure.

How to crack it

The three financial committees are examined as a set and are separated by three numbers and one composition rule. Estimates has thirty and is Lok Sabha only, Public Accounts has twenty two across both Houses, Public Undertakings has twenty two across both Houses. Remember the reason for the composition rule as a memory aid: the Estimates Committee scrutinises the budget, which is a Lok Sabha prerogative, so the Rajya Sabha is excluded. A rule with a reason attached is far more durable than a bare number.
