The answer is that Poorna Swaraj was adopted as the goal of the Congress. The 1929 Lahore session made complete independence, not dominion status, the declared objective.

Analysis

At Lahore in December 1929, under the presidency of Jawaharlal Nehru, the Congress resolved on Poorna Swaraj and fixed 26 January 1930 as the day to be observed as Independence Day. Self government or dominion status was the older formulation and had been the demand of earlier years, so the first option describes the position Lahore superseded. Non Cooperation was launched in 1920, nine years earlier. The decision to participate in the Round Table Conference came later, through the Gandhi Irwin Pact of 1931.
