How to crack it

The construction here is a cyclic swap: two land programmes are moved from Rural Development to other ministries while an agriculture programme is moved into Rural Development. When two of the three ministries in a set are plausible homes for every listed scheme, check whether the examiner has rotated them, because a rotation makes every pair wrong and None the answer. Note the naming clue as well, since watershed development for rainfed areas is an agronomic mandate and reads as agriculture rather than rural development.
